How to translate mail body in a template file
I have an email template file in _layouts/sitemail.html. The _layouts folder has all the files for email (ie: font, images, etc)

I need to translate the text for the foreign language of my site. I have found this on stackoverflow:
But it works only if I already have the translation file. I tried to use an external.xml translation file, but I couldn’t manage to apply it (I know how to do it).
I need to get the translation of the text from the _layouts/sitemail.html file.

Simultaneous measurement of local cerebral blood flow (LCBF) and electrochemical signals generated by cyclic voltammetry (CV) was performed in the rat to estimate the correlation between LCBF and the CV signal. The relationship between LCBF and CV signal was studied in rats anesthetized with chloral hydrate. The current flow was measured by using carbon fiber microelectrodes. CV was performed after the carbon fiber microelectrode was lowered into the exposed cortex. The current was reversed at various points around the microelectrode with the aid of a microdrive device and the change in the CV signal was measured. The correlation between the change in the CV signal and LCBF was estimated from the product of the change in CV and the CV signal. The relationship between LCBF and the CV signal was found to be almost linear. The slope of the linear relationship was found to be different in the superficial and deep cortex. The correlation coefficient (r) between LCBF and the CV signal was calculated at each point and a map of the correlation coefficient was obtained. The correlation coefficient in the superficial cortex ranged from 0.43 to 0.85, while that in the deep cortex ranged from 0.49 to 0.88. These values were much larger than that between LCBF and cerebral blood flow measured with hydrogen clearance, which ranged from 0.08 to 0.30. The results suggest that cyclic voltammetry is useful for estimating the change in LCBF and the correlation with LCBF can be improved by increasing the number of measurements. the court did not err in giving that instruction.
